{"id":12119,"date":"2023-10-25T16:08:20","date_gmt":"2023-10-25T05:08:20","guid":{"rendered":"https:\/\/woodcentral.com.au\/?p=12119"},"modified":"2024-10-21T20:27:32","modified_gmt":"2024-10-21T10:27:32","slug":"china-runs-multi-million-dollar-illegal-logging-racket-in-congo","status":"publish","type":"post","link":"https:\/\/woodcentral.com.au\/china-runs-multi-million-dollar-illegal-logging-racket-in-congo\/","title":{"rendered":"China Runs Multi-Million Dollar Illegal Logging Racket in Congo"},"content":{"rendered":"\n<p>China is operating an extensive illegal logging operation across Central Africa, <a href=\"https:\/\/www.globalwitness.org\/en\/press-releases\/illegal-timber-democratic-republic-congo-china\/\">with Global Witness uncovering evidence linking a Chinese company to more than $5 million worth of illicit and illegal timber from the Democratic Republic of Congo alone.<\/a><\/p>\n\n\n\n<p>Described as a<a href=\"https:\/\/www.globalwitness.org\/en\/campaigns\/forests\/puncturing-second-lung-world\/\"> &#8220;conquered province&#8221;,<\/a> Chinese companies are cutting five times the maximum permitted volume of timber and freely cutting outside the timber boundary permitted by the concession.&nbsp;<\/p>\n\n\n\n<p>And Chinese financial institutions are profiting from regional deforestation, with banks lending US $554 million to companies connected to deforestation between 2016 and 2020.<\/p>\n\n\n\n<p>It comes less than a week after more than 130 countries have attended China&#8217;s third Belt and Road Forum &#8211;&nbsp;<a href=\"https:\/\/woodcentral.com.au\/chinas-belt-road-grip-on-global-timber-remains-strong-for-now\/\" target=\"_blank\" rel=\"noreferrer noopener\">with the block accounting for 30.5% of the world&#8217;s forests, 18% of the world&#8217;s consumption&nbsp;<\/a>and&nbsp;<a href=\"https:\/\/www.metsagroup.com\/metsafibre\/news-and-publications\/news-and-releases\/stories\/2021\/economic-growth-spurs-timber-demand-in-china\/#:~:text=The%20share%20of%20imported%20wood%20is%2055%20per,who%20runs%20his%20own%20forestry%20sector%20consulting%20company.\" target=\"_blank\" rel=\"noreferrer noopener\">55% of the world&#8217;s total import of sawn wood, logs, pulp and paper.<\/a><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"768\" height=\"593\" src=\"https:\/\/woodcentral.com.au\/wp-content\/uploads\/2023\/10\/20190128_futuredevelopment_map1-768x593-1.webp\" alt=\"\" class=\"wp-image-12120\" srcset=\"https:\/\/woodcentral.com.au\/wp-content\/uploads\/2023\/10\/20190128_futuredevelopment_map1-768x593-1.webp 768w, https:\/\/woodcentral.com.au\/wp-content\/uploads\/2023\/10\/20190128_futuredevelopment_map1-768x593-1-300x232.webp 300w, https:\/\/woodcentral.com.au\/wp-content\/uploads\/2023\/10\/20190128_futuredevelopment_map1-768x593-1-696x537.webp 696w, https:\/\/woodcentral.com.au\/wp-content\/uploads\/2023\/10\/20190128_futuredevelopment_map1-768x593-1-544x420.webp 544w, https:\/\/woodcentral.com.au\/wp-content\/uploads\/2023\/10\/20190128_futuredevelopment_map1-768x593-1-600x463.webp 600w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><figcaption class=\"wp-element-caption\">In 2019, Brookings looked at the forecast forest cover, loss and gain resulting from the Belt and Road Initiative.<\/figcaption><\/figure>\n\n\n\n<p>The problem according to Global Witness, is that China does not have a legal mechanism to address imports that come from deforestation, &#8220;leaving an enormous loophole for Chinese importers to exploit.&#8221;<\/p>\n\n\n\n<p>&#8220;China is reluctant to address deforestation outside its borders,&#8221; Global Witness said, and at a time when the EU, UK, and US are all looking to introduce regulations which ban products linked to deforestation, China is going  in the opposite direction.<\/p>\n\n\n\n<p>In recent years,&nbsp;<a href=\"https:\/\/woodcentral.com.au\/africa-pushes-to-close-illegal-trade-boost-forest-production\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>China has invested heavily in Central Africa<\/em><\/a>, with more than 4.2 tons of timber exported over the past decade, with a constant supply for China&#8217;s veneer and plywood manufacturing hubs.<\/p>\n\n\n\n<p>The Congo Basin&#8217;s forest is often called &#8220;the second lung of the world&#8221;. It is the world&#8217;s second-largest expanse of rainforest, with 60% of the forest located within the Democratic Republic of the Congo.<\/p>\n\n\n\n<p>However, the logging industry has been beset with governance issues,&nbsp;<a target=\"_blank\" href=\"https:\/\/www.globalwitness.org\/en\/campaigns\/forests\/total-systems-failure\/\" rel=\"noreferrer noopener\">including corruption, illegal logging and conflict with forest communities<\/a>.&nbsp;<\/p>\n\n\n\n<p>In 2014, a study estimated that&nbsp;<a href=\"https:\/\/www.chathamhouse.org\/sites\/default\/files\/home\/chatham\/public_html\/sites\/default\/files\/20140400LoggingDRCLawson.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">90% of logging in DRC is illegal<\/a>, whilst&nbsp;<a href=\"https:\/\/woodcentral.com.au\/africa-pushes-to-close-illegal-trade-boost-forest-production\/\" target=\"_blank\" rel=\"noreferrer noopener\">Wood Central reported<\/a>&nbsp;that the trade of illicit timber through &#8220;exploitative trade routes&#8221; has been a major handbrake in developing a sustainable industry.<\/p>\n\n\n\n<p>The total of all the timber shipped during the period &#8211; over 30 million kilograms, &#8220;weighs well over half the weight of the Titanic when she set sail.&#8221;<\/p>\n\n\n\n<p>Using satellite imagery, Global Witness found that the Chinese-supported Congo King Baisheng Forestry Development was logging an area in the DRC rainforest despite concessions being suspended by the Ministry of Environment in April 2022.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"919\" src=\"https:\/\/woodcentral.com.au\/wp-content\/uploads\/2023\/10\/download-1-1024x919.png\" alt=\"\" class=\"wp-image-12121\" srcset=\"https:\/\/woodcentral.com.au\/wp-content\/uploads\/2023\/10\/download-1-1024x919.png 1024w, https:\/\/woodcentral.com.au\/wp-content\/uploads\/2023\/10\/download-1-300x269.png 300w, https:\/\/woodcentral.com.au\/wp-content\/uploads\/2023\/10\/download-1-768x689.png 768w, https:\/\/woodcentral.com.au\/wp-content\/uploads\/2023\/10\/download-1-696x624.png 696w, https:\/\/woodcentral.com.au\/wp-content\/uploads\/2023\/10\/download-1-468x420.png 468w, https:\/\/woodcentral.com.au\/wp-content\/uploads\/2023\/10\/download-1-600x538.png 600w, https:\/\/woodcentral.com.au\/wp-content\/uploads\/2023\/10\/download-1.png 1050w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">A map showing the nine concessions granted to Congo King Baisheng Forestry Development. (Image Credit: Digitalglobe \/ Maxar Technologies)<\/figcaption><\/figure>\n<figcaption class=\"blocks-gallery-caption wp-element-caption\">Global Witness used satellite images to confirm the trade of illegal and illicit timber through Central Africa. <\/figcaption><\/figure>\n\n\n\n<p>Mr Hammans uncovered<em> the trade by tracking shipping movements from the Congo to China and comparing the data against Chinese Customs.&nbsp;<\/em>The allegations of illegal activity were then raised with China Customs and the DRC Ministry of Environment.&nbsp;<\/p>\n\n\n\n<p>Global Witness is pushing China to strengthen its Forest Law, last amended in 2019, before excess logging leads to habitat destruction.&nbsp;<\/p>\n\n\n\n<p>&#8220;The new investigation urges China to enact and enforce a clear legal prohibition against illegal timber imports \u2013 as well as the financing that drives this deforestation,&#8221; Global Witness said.<\/p>\n\n\n\n<p>This is supported by Blaise Mudodosi, Coordinator at Actions pour la Promotion et Protection des Peuples et Esp\u00e8ces Menac\u00e9s (APEM), who urged&nbsp;&#8220;the Chinese government to take measures to stop this flow of illegal timber from the DRC and other Congo Basin countries.&#8221;<\/p>\n\n\n\n<p>Ms Mudodosi is also calling on the Chinese to &#8220;provide financial and technical assistance to the Congo to help it effectively curb this flow and sustainably manage its forests.&#8221;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>For more information about the investigation,<a href=\"https:\/\/www.globalwitness.org\/en\/campaigns\/forests\/puncturing-second-lung-world\/\"> visit Global Witness.<\/a><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>China is operating an extensive illegal logging operation across Central Africa, with Global Witness uncovering evidence linking a Chinese company to more than $5 million worth of illicit and illegal timber from the Democratic Republic of Congo alone.
