{"id":18860,"date":"2024-07-03T16:16:07","date_gmt":"2024-07-03T06:16:07","guid":{"rendered":"https:\/\/woodcentral.com.au\/?p=18860"},"modified":"2024-12-17T07:26:41","modified_gmt":"2024-12-16T21:26:41","slug":"china-rejects-key-eudr-rules-impasse-leaves-eu-in-crisis","status":"publish","type":"post","link":"https:\/\/woodcentral.com.au\/china-rejects-key-eudr-rules-impasse-leaves-eu-in-crisis\/","title":{"rendered":"China Rejects EUDR Rules: Impasse Could Leave EU in Crisis"},"content":{"rendered":"\n<p>China is the latest country to fight back against the European Union&#8217;s EUDR &#8211; with the world&#8217;s largest forest economy refusing to share geolocational data with the EU over &#8220;security concerns.&#8221; That is according to GD Holz, the German timber trade association, which reports that <a target=\"_blank\" href=\"https:\/\/www.itto.int\/files\/user\/mis\/MIS_16-30_June2024.pdf\" rel=\"noreferrer noopener\">two of the world&#8217;s largest forest markets remain at an impasse over the rules.<\/a><\/p>\n\n\n\n<p>It comes just days after the Biden Administration ramped up pressure on the EU to delay the rollout of its &#8220;impossible standards&#8221; &#8211; <a target=\"_blank\" href=\"https:\/\/woodcentral.com.au\/biden-pushes-back-us-wants-eudr-delay-over-impossible-standards\/\" rel=\"noreferrer noopener\">after 27 senators warned that the new rules were akin to a &#8216;non-tariff trade barrier&#8217; and end Euro-America&#8217;s $3.5b trade in forest products.<\/a><\/p>\n\n\n\n<p>&#8220;The EU has made its stance clear in discussions with the Chinese government and suppliers,&#8221; GD Holz said, adding that &#8220;it is unequivocal that imports without coordinates were not possible and that there would be no exceptions for countries (like) China.\u201d<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8220;No statements were made about attempts to solve this problem, underscoring the EU&#8217;s determination to uphold its policies&#8221;.<\/p>\n<cite>GD Holz, the German Timber Trade Association<\/cite><\/blockquote>\n\n\n\n<h6 class=\"wp-block-heading\">A Chinese-style EUDR Brexit could be disastrous for the global economy.<\/h6>\n\n\n\n<p>Should China opt out of the EUDR, which is slated to come into effect this December, the impact on global supply chains for timber, paper, and pulp-based products could be enormous.<\/p>\n\n\n\n<p>China, which, through the Belt and Road Initiative, controls more than 30% of the global supply chain for forest products, has long been considered the world&#8217;s engine room for timber, pulp and paper.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"791\" src=\"https:\/\/woodcentral.com.au\/wp-content\/uploads\/2023\/10\/20190128_futuredevelopment_map1-1-fotor-2024030301312-1024x791.jpg\" alt=\"Under the China's Belt and Road project, more than 30% of the global supply chain of forest products will be directly impacted by Chinese industry - in the planting, production, manufacturing and distribution of products worldwide. (Photo Credit: Brookings Institute)<\/figcaption><\/figure>\n\n\n\n<p>According to Eurostat, the European Union\u2019s office for statistics, China was responsible for more than 47% of timber furniture imported into the zone last year, dwarfing Turkey (10.2%), Ukraine (10.1%) and Vietnam (5.1%).<\/p>\n\n\n\n<p>&#8220;It&#8217;s important to note that the links between China and Vietnam are highly interwoven,&#8221; according to an official connected to the process, <a target=\"_blank\" href=\"https:\/\/woodcentral.com.au\/trade-war-america-relies-on-vietnam-and-china-for-plywood\/\" rel=\"noreferrer noopener\">as evidenced by the surge of Vietnamese plywood arriving at American Ports after the United States introduced trade tariffs on Chinese plywood.<\/a><\/p>\n\n\n\n<p>In addition to furniture, China is effectively the European Union&#8217;s paperboard box manufacturer, responsible for 41% of all paper boxes and sacks imported into the EU last year, ahead of Turkey (20.3%), Serbia (7.7%) and Switzerland (7.4%)<\/p>\n\n\n\n<p>China&#8217;s discontent comes after<em><a target=\"_blank\" href=\"https:\/\/www.thejakartapost.com\/business\/2024\/04\/25\/countries-including-us-seek-changes-to-eu-deforestation-regulation.html\" rel=\"noreferrer noopener\">&nbsp;twenty (out of 27) European Agricultural Ministers called for rules to be delayed amid concerns over global supply chains<\/a><\/em>, echoing warnings from government officials in&nbsp;<em><a target=\"_blank\" href=\"https:\/\/woodcentral.com.au\/first-denial-now-panic-australia-takes-stand-against-eudr\/\" rel=\"noreferrer noopener\">Australia<\/a><\/em>,&nbsp;<em><a target=\"_blank\" href=\"https:\/\/woodcentral.com.au\/nzs-beef-with-eudr-worlds-least-corrupt-nations-red-tape\/\" rel=\"noreferrer noopener\">New Zealand<\/a><\/em>, Brazil,&nbsp;<em><a target=\"_blank\" href=\"https:\/\/woodcentral.com.au\/indonesia-seeks-dutch-support-against-eu-deforestation-rules\/\" rel=\"noreferrer noopener\">Indonesia and Malaysia.<\/a><\/em><\/p>\n\n\n\n<h6 class=\"wp-block-heading\">What is China&#8217;s issue with the EUDR?<\/h6>\n\n\n\n<p>In effect, EUDR is perhaps one of the only core issues that have unified the United States and China, the two largest producers of forest products, who <a href=\"https:\/\/www.nytimes.com\/2021\/11\/16\/us\/politics\/biden-infrastructure-china.html\" target=\"_blank\" rel=\"noreferrer noopener\">remain profoundly at odds<\/a>&nbsp;on how people and economies should be governed.<\/p>\n\n\n\n<p>In a letter co-signed by Trump-supporting Republicans, Biden-supporting Democrats, and Independents in the American South, the United States (like China) flagged concerns with geolocational mapping: &#8220;The EUDR imposes a geolocation traceability requirement that mandates sourcing to the individual plot of land for every shipment of timber product to the EU,&#8221; <a target=\"_blank\" href=\"https:\/\/woodcentral.com.au\/biden-pushes-back-us-wants-eudr-delay-over-impossible-standards\/\" rel=\"noreferrer noopener\">the senators warned in a letter to Ms Tai.<\/a><\/p>\n\n\n\n<p>Under Chinese law, geographic information is restricted to entities with special authorization from the administrative department for surveying and mapping under the State Council &#8211; and given the current geopolitical climate, it seems unfathomable that China will provide the EUDR authorities with this data.<\/p>\n\n\n\n<h6 class=\"wp-block-heading\">How the EUDR will work<\/h6>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The regulation will assign regions within countries inside and outside the EU a low, standard, or high-risk level associated with deforestation and forest degradation.<\/li>\n\n\n\n<li>This risk classification will guide the obligations of various operators and the authorities in member states to perform inspections and controls. Consequently, this will streamline monitoring for high-risk regions and simplify due diligence processes for low-risk regions.<\/li>\n\n\n\n<li>Authorities responsible for these areas must inspect 9% of operators and traders dealing with products from high-risk regions, 3% from standard-risk areas, and 1% from low-risk regions.
