{"id":25737,"date":"2025-05-26T12:09:46","date_gmt":"2025-05-26T02:09:46","guid":{"rendered":"https:\/\/woodcentral.com.au\/?p=25737"},"modified":"2025-05-27T23:33:42","modified_gmt":"2025-05-27T13:33:42","slug":"474-tariffs-on-chinese-plywood-solves-united-states-dumping-issues","status":"publish","type":"post","link":"https:\/\/woodcentral.com.au\/474-tariffs-on-chinese-plywood-solves-united-states-dumping-issues\/","title":{"rendered":"474% Tariffs on Chinese Plywood Solves United States Dumping Issues"},"content":{"rendered":"\n<p>Tariffs on thousands of cubic metres of US-bound hardwoods and decorative plywood traded into American ports every week could ramp up under a new plan pushed by the <em>Coalition of Fair Trade in Hardwood Plywood <\/em>and petitioned to the US Department of Commerce and the International Trade Commission. <\/p>\n\n\n\n<p>Submitted on Thursday, the petition is calling for dumping margins of 134%, 203%, and a staggering 474% on timber flooding West Coast ports via Vietnam, Indonesia, and, of course, China:<\/p>\n\n\n\n<p>&#8220;On May 22, 2025, the Coalition for Fair Trade in Hardwood Plywood (the &#8220;Coalition&#8221; or &#8220;Petitioner&#8221;) filed a petition for the imposition of antidumping and countervailing duties on US imports of hardwood and decorative plywood imported from the People&#8217;s Republic of China (&#8220;China&#8221;), Indonesia, and the Socialist Republic of Vietnam (&#8220;Vietnam&#8221;),&#8221; <a target=\"_blank\" href=\"https:\/\/www.internationaltradeinsights.com\/2025\/05\/petition-summary-hardwood-and-decorative-plywood-from-indonesia-the-peoples-republic-of-china-and-the-socialist-republic-of-vietnam\/\" rel=\"noreferrer noopener\">according to the petition led by&nbsp;the Columbia Forest Products, Commonwealth Plywood, Manthei Wood Products, States Industries, and Timber Products.<\/a><\/p>\n\n\n\n<p>The petition argues that imports from the three targeted countries benefit from dozens of government subsidy programs,<a href=\"https:\/\/www.internationaltradeinsights.com\/wp-content\/uploads\/sites\/610\/2025\/05\/Attachment-III-Subsidies.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"> including grants, subsidised inputs, tax breaks, and preferential loans<\/a>: &#8220;These practices have materially injured the US industry by reducing production, shipments, profits, and employment,&#8221; they said.<\/p>\n\n\n\n<p>The United States is amongst the world&#8217;s largest importers of hardwood plywood, with imports increasing 18% year-on-year to 746,000 cubic metres for the first three months of 2025, according to new data supplied by the US Department of Agriculture. Of the $490 million of hardwood traded, the vast majority is traded through Vietnam (30% or 223,000 cubic metres) and Indonesia (29% &#8211; 217,000 cubic metres), with China making up just 2% (or 17,000 cubic metres).<\/p>\n\n\n\n<p><a target=\"_blank\" href=\"https:\/\/woodcentral.com.au\/trade-war-america-relies-on-vietnam-and-china-for-plywood\/\" rel=\"noreferrer noopener\">Last year<\/a>, Wood Central reported that Chinese traders were using Vietnam as a &#8220;friendly port&#8221; to trade hundreds of thousands of Chinese plywood into the US &#8211; with the US Department of Commerce <em><a target=\"_blank\" href=\"https:\/\/www.lesprom.com\/en\/news\/U_S_Department_of_Commerce_rules_on_Vietnam-imported_hardwood_plywood_circumvention_case_108701\/\" rel=\"noreferrer noopener\">ruling<\/a><\/em> traders were using the country to circumvent federal antidumping laws.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<div class=\"youtube-embed\" data-video_id=\"aHjcu7dHaIM\"><iframe loading=\"lazy\" title=\"Flood Of Chinese Plywood???\" width=\"696\" height=\"392\" src=\"https:\/\/www.youtube.com\/embed\/aHjcu7dHaIM?feature=oembed&#038;enablejsapi=1\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/div>\n<\/div><figcaption class=\"wp-element-caption\"><em>China has been using friendly &#8220;actor&#8221; countries like Vietnam and Malaysia to dump huge volumes of plywood into the US supply chain.
