{"id":29593,"date":"2025-10-27T15:03:09","date_gmt":"2025-10-27T05:03:09","guid":{"rendered":"https:\/\/woodcentral.com.au\/?p=29593"},"modified":"2025-10-27T16:28:50","modified_gmt":"2025-10-27T06:28:50","slug":"report-will-fsc-act-on-the-multi-billion-dollar-timber-fraud-in-its-scheme","status":"publish","type":"post","link":"https:\/\/woodcentral.com.au\/report-will-fsc-act-on-the-multi-billion-dollar-timber-fraud-in-its-scheme\/","title":{"rendered":"Report: Will FSC Act on the Multi-Billion Dollar &#8216;Fraud&#8217; in its Scheme?"},"content":{"rendered":"\n<p>The Forest Stewardship Council &#8211; forestry&#8217;s gold standard &#8211; will next week vote on whether to begin work on new traceability rules after a new report alleged that it lacks the systems needed to proactively detect fraud across its supply chains.<\/p>\n\n\n\n<p><a href=\"https:\/\/news.mongabay.com\/2025\/10\/fsc-to-vote-on-new-traceability-rules-amid-fraud-allegations\/\">As reported by the conservation publication Mongabay<\/a>, the Bonn-based body is facing increased scrutiny after an Earthsight report <a href=\"https:\/\/www.earthsight.org.uk\/news\/FSC-billion-dollar-fraud\">published last week<\/a> estimated that billions of dollars&#8217; worth of pulp, paper, and timber-based products bearing FSC certification were tied up in fraudulent claims. <a href=\"https:\/\/fsc.org\/en\/newscentre\/integrity-and-disputes\/fsc-statement-on-integrity-safeguards-and-recent-criticism\">FSC rejected some of the report\u2019s estimates as unsubstantiated<\/a>, but the issue has prompted calls for a system that can track volumes of certified wood from forest to market.<\/p>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button is-style-outline is-style-outline--1\"><a class=\"wp-block-button__link wp-element-button\" href=\"https:\/\/www.earthsight.org.uk\/news\/FSC-billion-dollar-fraud\">Click here to download the report<\/a><\/div>\n<\/div>\n\n\n\n<p>At present, companies in the FSC supply chain can buy and sell FSC-certified timber without reporting volumes to the FSC itself, leaving no centralised way to reconcile certified material entering the system with what reaches the market. Third-party auditors review individual traders\u2019 invoices, the FSC said, but forestry experts note there is no routine, system-wide transaction analysis to detect volume discrepancies.<\/p>\n\n\n\n<p>\u201cIt\u2019s a trust-based system,\u201d said Sam Lawson, head of U.K. investigative NGO Earthsight. \u201cWhat companies are doing rampantly is selling far more FSC products than they buy FSC timber. So they\u2019re basically slapping an FSC label on wood that\u2019s coming from somewhere else entirely.\u201d<\/p>\n\n\n\n<p>According to Phil Guillery, FSC\u2019s former integrity director,  \u201c20-30% of claims in the system were false\u201d during his tenure, \u201cand I haven\u2019t seen anything to suggest the figure has dropped since.\u201d The FSC issued a swift rebuttal, calling Guillery\u2019s claims unsubstantiated and \u201cbased on outdated information that does not reflect the system today.\u201d<\/p>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button is-style-outline is-style-outline--2\"><a class=\"wp-block-button__link wp-element-button\" href=\"https:\/\/www.earthsight.org.uk\/media\/download\/2379\">Click here to download FSC International&#8217;s response<\/a><\/div>\n<\/div>\n\n\n\n<p>A current senior FSC official who spoke to Mongabay on condition of anonymity said Guillery\u2019s estimate was likely conservative. \u201cI\u2019m actually amazed he said 20-30 per cent \u2014 probably the numbers are higher,\u201d the official said, and alleged that fraud remained widespread while \u201clittle of significance was being done to address it.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<div class=\"youtube-embed\" data-video_id=\"Q6-MntPUnC0\"><iframe loading=\"lazy\" title=\"Risky Business: EU timber imports linked to destruction of Borneo&#039;s forests\" width=\"696\" height=\"392\" src=\"https:\/\/www.youtube.com\/embed\/Q6-MntPUnC0?feature=oembed&#038;enablejsapi=1\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/div>\n<\/div><figcaption class=\"wp-element-caption\"><em>Last week, Wood Central reported on a separate Earthsight report showing that five Indonesian manufacturers sold plywood, decking and door frames into European markets from at-risk forests. Footage courtesy of @earthsight.<\/em><\/figcaption><\/figure>\n\n\n\n<p>FSC said integrity remained central to its mission and that it took allegations seriously. \u201cIntegrity is central to FSC\u2019s mission, and we take any allegation of fraudulent behaviour seriously,\u201d the organisation said, adding it had increased transaction verification, wood sample testing, and targeted investigations to identify and block companies making false claims.<\/p>\n\n\n\n<p>Transaction verification can trace a product down its supply chain and compare volume numbers recorded by each company, but the process is slow and often reliant on paper records. \u201cIt\u2019s a very, very tiny share of the total volume floating through the FSC system that they can cover with this approach,\u201d said Peter Feilberg, executive director of sustainability nonprofit Preferred by Nature. He said tracking often took one to two years, by which time falsely labelled products had already reached consumers.<\/p>\n\n\n\n<p>Earthsight\u2019s analysis estimated total annual FSC fraud at $10\u201330 billion and highlighted cases it said involved tens or hundreds of millions of dollars. Earthsight also noted that since Russia and Belarus were suspended from FSC certification in 2022,<strong> the area of certified forests had fallen by about 30% while the number of companies licensed to handle FSC wood had increased by roughly 37%, a discrepancy that raised concerns about timber from sanctioned sources entering supply chains.<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"750\" src=\"https:\/\/woodcentral.b-cdn.net\/wp-content\/uploads\/2025\/04\/shutterstock_2484876503.jpg\" alt=\"FSC is considered the &quot;gold standard&quot; for forest certification, with Asia Pulp &amp; Paper being one of the world's largest paper and pulp producers. (Photo Credit:  Asset id: 2484876503 via Shutterstock Images)<\/figcaption><\/figure>\n\n\n\n<p>A proposed resolution, Motion 30, would initiate work on a mandatory volume tracking and reconciliation system that all FSC companies would have to join. The motion, put forward by U.K. retailer Kingfisher and seconded by WWF, says existing controls are not sufficient to prevent false claims. The FSC is simultaneously rolling out a blockchain-based tool called FSC Trace, but the system is currently mandatory only for supply chains deemed \u201chigh risk.\u201d<\/p>\n\n\n\n<p>\u201cThere is no such thing as a \u2018high-risk supply chain\u2019 \u2014 they\u2019re all high risk,\u201d the anonymous FSC official said. Jason Grant, FSC lead for WWF, cautioned that introducing a system would be a significant change and impose costs and burdens on certificate holders. \u201cOne thing that we recognise is this is a big deal, it\u2019s a big change, it\u2019s going to impose additional costs and burdens of time and hassle on certificate holders all across the system,\u201d he said. \u201cWe don\u2019t want to break the system by forcing this on people too quickly without enough thoughtful work to make sure that it really works.\u201d<\/p>\n\n\n\n<p>To pass, Motion 30 must be approved by a majority in each of the FSC\u2019s three chambers \u2014 environmental, social, and economic \u2014 with the economic chamber, which includes corporate members, having previously voted down similar measures.
