{"id":8463,"date":"2023-07-13T08:08:00","date_gmt":"2023-07-12T22:08:00","guid":{"rendered":"https:\/\/woodcentral.com.au\/?p=8463"},"modified":"2024-12-22T11:55:38","modified_gmt":"2024-12-22T01:55:38","slug":"tasmania-takes-action-crackdown-on-forest-haulage-contracts","status":"publish","type":"post","link":"https:\/\/woodcentral.com.au\/tasmania-takes-action-crackdown-on-forest-haulage-contracts\/","title":{"rendered":"Tasmania Takes Action: Crackdown on Forest Haulage Contracts"},"content":{"rendered":"\n<p>Tasmania&#8217;s Resources Minister has demanded Sustainable Timber Tasmania review its procurement policies after a Victorian company secured a major haulage contract over a local contractor.<\/p>\n\n\n\n<p><a target=\"_blank\" href=\"http:\/\/themercury.com.au\/subscribe\/news\/1\/?sourceCode=TMWEB_WRE170_a_GGL&amp;dest=https%3A%2F%2Fwww.themercury.com.au%2Fnews%2Ftasmania%2Fhuon-valley-transport-company-tp-bennett-and-sons-lost-a-contact-that-went-interstate%2Fnews-story%2F752aa210d3d24e1d9bcaed0af9ea8580&amp;memtype=anonymous&amp;mode=premium&amp;pkgDef=TM_DO_P0421A_W04\" rel=\"noreferrer noopener\">As revealed by the&nbsp;<em>Sunday Tasmanian<\/em><\/a><em>,&nbsp;<\/em>Huon Valley company&nbsp;<a target=\"_blank\" href=\"https:\/\/www.themercury.com.au\/news\/tasmania\/dean-winter-sounds-outrage-over-logging-contract-awarded-to-victorian-company\/news-story\/7da2bc27952ed25d90c2cdaffbb21528\" rel=\"noreferrer noopener\">T.P Bennett and Sons<\/a>&nbsp;has lost a major southern timber haulage contract, raising fears of local job losses.<\/p>\n\n\n\n<p><a target=\"_blank\" href=\"https:\/\/www.felixellis.com.au\/news\" rel=\"noreferrer noopener\">In a Monday media statement<\/a>, Mr Ellis asked Tasmania&#8217;s state-owned forestry company to pause all tenders and review the southern haulage contract.<\/p>\n\n\n\n<p>&#8220;I have asked Sustainable Timber Tasmania (STT) to provide urgent advice on how the Tasmanian Government can best support our forestry industry in the wake of (Victorian Premier) Dan Andrews&#8217; decision to slam the door shut on their native forest sector,&#8221; he said.<\/p>\n\n\n\n<p>&#8220;Whilst I await this advice, STT will not release any further harvest and transport tenders.&#8221;<\/p>\n\n\n\n<p>According to Ellis, Victorian Labor government exit packages for timber businesses,&nbsp;<a target=\"_blank\" href=\"https:\/\/woodcentral.com.au\/victoria-bans-state-native-forestry-harvesting-to-end-2024\/\" rel=\"noreferrer noopener\">as reported by Wood Central<\/a>, have led companies looking to move into the Tasmania market.<\/p>\n\n\n\n<p>&#8220;It&#8217;s also an opportunity to bring more people in, but there&#8217;s a threat in terms of businesses because there is a clear market distortion; Daniel Andrews has given $825m at least of taxpayers&#8217; money to subsidise people to go away and do something else,&#8221; Ells said.<\/p>\n\n\n\n<p>&#8220;That is a clear threat to our industry here.&#8221;<\/p>\n\n\n\n<p><a target=\"_blank\" href=\"http:\/\/themercury.com.au\/subscribe\/news\/1\/?sourceCode=TMWEB_WRE170_a_GGL&amp;dest=https%3A%2F%2Fwww.themercury.com.au%2Fnews%2Ftasmania%2Fhuon-valley-transport-company-tp-bennett-and-sons-lost-a-contact-that-went-interstate%2Fnews-story%2F752aa210d3d24e1d9bcaed0af9ea8580&amp;memtype=anonymous&amp;mode=premium&amp;pkgDef=TM_DO_P0421A_W04\" rel=\"noreferrer noopener\">The Mercury reports that Labor MP Dean Winter<\/a>, who wrote to the minister seeking a formal review of the southern haulage contract, said Ellis had previously welcomed Victorian workers to Tasmania.<\/p>\n\n\n\n<p>&#8220;When responding to a question about the shutdown of native forestry in Victoria in late May, Minister Ellis said, &#8216;We are looking forward to bringing those people down here to bolster our capability and supply&#8217;,&#8221; Mr Winter said.<\/p>\n\n\n\n<p>&#8220;Despite pretending to be blindsided, he&#8217;s been planning an assault on local forestry jobs for months.<\/p>\n\n\n\n<p>&#8220;Minister Ellis needs to explain why the local benefits test was absent in the tender process that Bennett&#8217;s and its local subcontractors missed out on. Did he remove it as part of his plan he foreshadowed in late May?&#8221;<\/p>\n\n\n\n<p><a target=\"_blank\" href=\"https:\/\/www.themercury.com.au\/news\/tasmania\/liberal-defector-john-tucker-lashes-government-over-forestry-contracts\/news-story\/43868befc1c2b955554f1e845dcf033d\" rel=\"noreferrer noopener\">Former Liberal MP John Tucker<\/a>&nbsp;joined Labor, blaming Mr Ellis, describing his handling of the situation as totally &#8220;inept&#8221;.<\/p>\n\n\n\n<p>Mr Ellis appealed to Mr Tucker, saying they were &#8220;of one mind&#8221; when supporting local timber jobs.<\/p>\n\n\n\n<p>&#8220;We need to be united around this. Both John and I are big supporters of the industry, and we are of one mind in that we want to make sure Tasmanian timber supports Tasmanian jobs,&#8221; he said.<\/p>\n\n\n\n<p>&#8220;There is a significant threat from the left side of politics that has been caught up in this madness around shutting down one of the most sustainable industries.&#8221;<\/p>\n\n\n\n<h6 class=\"wp-block-heading\">Another Forest War on Cards in Tasmania?<\/h6>\n\n\n\n<p>Forestry has been a political hot-button topic in Tasmania following the decision by the Victorian and West Australian governments to lock up native forests.<\/p>\n\n\n\n<p><a target=\"_blank\" href=\"https:\/\/woodcentral.com.au\/tasmanias-forest-wars-sawmills-and-engos-clash-over-access\/\" rel=\"noreferrer noopener\">Earlier this month<\/a>, Wood Central reported on the potential for a new forest war after Sustainable Timber Tasmania expanded the forest coupes available for harvesting.<\/p>\n\n\n\n<p>In May 2023, Mr Ellis said Victoria&#8217;s decision had opened opportunities for the Tasmanian industry, including increased demand.<\/p>\n\n\n\n<p>&#8220;Our forestry sector wasn&#8217;t set up for different states to make such terrible decisions as this.&#8221;<\/p>\n\n\n\n<p>&#8220;And we&#8217;ll need to work to ensure that we maximise local processing, local capability, and local jobs.&#8221;<\/p>\n\n\n\n<p>Local saw millers, concerned with a drop in the long-term supply of sawlog, have pushed to open access to new coupes under the Tasmanian Regional Forestry Agreement.<\/p>\n\n\n\n<p>Citing a drop in the annual supply of native forest sawlogs from production forests from 137,000 cubic metres to 58,000 cubic metres, Tasmanian Sawmillers Association spokesperson Matthew Torenus said.&nbsp;<\/p>\n\n\n\n<p>&#8220;Our members have to be open to all options in that regard, faced with a large drop-off in supply.&#8221;<\/p>\n\n\n\n<p>And they have the backing of Mr Ellis, who, according to the Australian, is open to the push.<\/p>\n\n\n\n<p>&#8220;Where industry can demonstrate the need, then we&#8217;ll be considering that,&#8221; he said.<\/p>\n\n\n\n<p>Recently, Environmentalist Bob Brown lashed Mr Ellis for describing Tasmanian native forestry as sustainable.<\/p>\n\n\n\n<p>&#8220;Any school child looking at a picture of a napalm-fuelled post-logging burn will tell you that it is destruction and an environmental disaster.&nbsp;<\/p>\n\n\n\n<p>Claiming otherwise will also not pass the ACCC&#8217;s test for greenwash,&#8221; Dr Brown said.<\/p>\n\n\n\n<p>Environmentalists have issued stern warnings, claiming that logging any 356,000 hectares protected under the 2012 deal would be a &#8220;red line.&#8221;<\/p>\n\n\n\n<p>The <a href=\"https:\/\/www.wilderness.org.au\/about\/tasmania\" target=\"_blank\" rel=\"noreferrer noopener\">Wilderness Society Tasmania<\/a>&nbsp;campaigns manager Tom Allen stated, &#8220;If Tasmania&#8217;s government starts logging forests outside the existing 800,000-hectare production zone, it will darken this cloud, as well as chill the markets and destabilise the industry.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Tasmania&#8217;s Resources Minister has demanded Sustainable Timber Tasmania review its procurement policies after a Victorian company secured a major haulage contract over a local contractor.
